Caligula's Pleasure Palace, ROMA sim
From the beginning of the ROMA estate, the multi-level Caligula's Pleasure Palace was meant to be the place where adult activity in the sim could be contained. It had an upper garden level (with Carcer), a first level (with relaxing room and slave posts), a second level (with themed rooms able to be rented), and a third level (the blue grotto pool and massage area).

Caligula's Pleasure Palace
"Certainly one of Rome's more colorful emperors, historians has debated whether Caligula was mad, or simply misunderstood. He greatly expanded the Imperial Residence up on the Palatine Hill and created a suitable space for his indulgent tastes. In ROMA, Caligula's Pleasure Palace comprises four levels, each given over to the senses. By Imperial decree, all adult activity in the land can only lawfully occur here. Be sure to touch the sign sporting a bust of Caligula near the front gates. It details everything you need to know before entering."
